To cut a long story short a heavily modified motion was passed at the Council meeting on the 11<sup>th<\/sup> of June; see this link to one of the bits that appeared in the local paper:\u00a0<a href=\"http:\/\/www.derbytelegraph.co.uk\/Fracking-impact-subject-probe\/story-21219781-detail\/story.html?afterReg=Y&amp;email-tobe-verified=true\" target=\"_blank\" rel=\"noopener noreferrer\">&#8216;Fracking impact to be subject of probe&#8217;<\/a><\/p>\n<p><!--nextpage-->Here is the resolution that went through: the deletions are shown and the one insertion is underlined.<\/p>\n<p>Council notes that:<\/p>\n<ul>\n<li>it is publicly committed to being a greener and \u00a0cleaner city and is committed to the promotion of \u00a0renewable energy sources<\/li>\n<li>the Government\u2019s policy of promoting \u2018fracking\u2019 for \u00a0shale gas across large areas of Britain may mean \u00a0that applications may be made for licences to start \u00a0exploratory drilling within the city boundary<\/li>\n<li>Fracking has a long history of operations in North \u00a0America, but in many European countries it has \u00a0been banned or is subject to a moratorium.<\/li>\n<\/ul>\n<p><span style=\"text-decoration: line-through;\">Council further notes that:<\/span><\/p>\n<ul>\n<li><span style=\"text-decoration: line-through;\">exploitation of shale gas locks our economy into a \u00a0\u2018carbon culture\u2019 that produces climate change and \u00a0diverts investment away from renewables<\/span><\/li>\n<li><span style=\"text-decoration: line-through;\">planners judging fracking applications are forbidden \u00a0to consider alternatives to oil and gas<\/span><\/li>\n<li><span style=\"text-decoration: line-through;\">drilling for shale gas creates fewer local jobs than \u00a0could be created through investment in renewables<\/span><\/li>\n<li><span style=\"text-decoration: line-through;\">fracking can be very disruptive to residents<\/span><\/li>\n<li><span style=\"text-decoration: line-through;\">the evidence from North America shows that \u00a0fracking can pose a threat to underground geology \u00a0and the local water basin<\/span><\/li>\n<li><span style=\"text-decoration: line-through;\">research from North America suggests that a health \u00a0risk may exist from fracking processes that pump a \u00a0mix of potentially dangerous chemicals into the \u00a0earth\u2019s surface and close to water aquifers.<\/span><\/li>\n<\/ul>\n<p>Council therefore resolves:<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 <span style=\"text-decoration: line-through;\">To declare the City a \u2018frack-free\u2019 area and prohibit \u00a0fracking on all council land<\/span><\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 To instruct its Corporate Scrutiny Board to \u00a0investigate\u00a0<span style=\"text-decoration: underline;\">and to report back to the full Council<\/span>\u00a0the likely environmental impact of \u00a0fracking within the city<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 <span style=\"text-decoration: line-through;\">To work with other local authorities and \u00a0environmental groups to oppose fracking and\u00a0emphasise its dangers \u00a0\u00a0<\/span><\/p>\n<p>While I appreciate that going to scrutiny and getting a report could be productive the risk is that the effort will go into seeing if fracking might take place within Derby, and not looking at the impact of fracking upon the people of Derby.<\/p>\n<p>It remains that fracking, and this is THE critical issue, \u00a0leads to the emission of greenhouse gases, and we should be aiming for zero-carbon emissions. See the attached leaflet, which uses this as a starting point.<\/p>\n<p>We are very grateful to the Lib Dems who did so much work on this. But perhaps we should have made an effort to get the Labour party to second the motion.\u00a0Incidentally\u00a0the Conservatives\u00a0abstained.
